Nber Working Paper Series Climate Policy and Voluntary Initiatives: an Evaluation of the Connecticut Clean Energy Communities Program
نویسنده
چکیده
Can simple government programs effectively promote voluntary initiatives to reduce greenhouse-gas emissions? This paper provides an evaluation of how the Connecticut Clean Energy Communities program affects household decisions to voluntarily purchase “green” electricity, which is electricity generated from renewable sources of energy. The results suggest that, within participating communities, subsidizing municipal solar panels as matching grants for reaching green-electricity enrollment targets increases the number of household purchases by 35 percent. The Clean Energy Communities program thus demonstrates how mostly symbolic incentives can mobilize voluntary initiatives within communities and promote demand for renewable energy. Matthew J. Nber Working Paper Series Climate Policy and Labor Markets
An important component of the debate surrounding climate legislation in the United States is its potential impact on labor markets. Theoretically the connection is ambiguous and depends on the sign of cross-elasticity of labor demand with respect to energy prices, which is a priori unknown. This paper provides some new evidence on this question by estimating the relationship between real electr...
متن کاملCarbon Offsets with Endogenous Environmental Policy
The Policy Research Working Paper Series disseminates the findings of work in progress to encourage the exchange of ideas about development issues. An objective of the series is to get the findings out quickly, even if the presentations are less than fully polished. The papers carry the names of the authors and should be cited accordingly. The findings, interpretations, and conclusions expresse...
متن کاملNber Working Paper Series Temperature and Human Capital in the Short- and Long-run
We provide the first estimates of the potential impact of climate change on human capital, focusing on the impacts from both short-run weather and long-run climate. Exploiting the longitudinal structure of the NLSY79 and random fluctuations in weather across interviews, we identify the effect of temperature in models with child-specific fixed effects. We find that short-run changes in temperatu...
متن کاملEvaluating Health in All Policies; Comment on “Developing a Framework for a Program Theory-Based Approach to Evaluating Policy Processes and Outcomes: Health in All Policies in South Australia”
Health in All Policies (HiAP) has gained attention as a potential tool to address complex health and societal challenges at global, regional, national and subnational levels. In a recent article, Lawless et al propose an evaluation framework developed in the context of the South Australia HiAP initiative. Strategies, mediators, activities and impacts identified in the framework could potentiall...
متن کاملLinking Reduced Deforestation and a Global Carbon Market: Implications for Clean Energy Technology and Policy Flexibility
A key climate policy question is how to balance low-cost emission reductions from land-based activities available in the near term with investments to drive technological innovation in energy, industry, and other sectors over the medium to long term. This paper uses a global climate-energyeconomy model to investigate the implications of linking Reduced Emissions from Deforestation and Forest De...
